PMC Commercial Manager

Duration: 12 months
Location: Leatherhead (Hybrid – 3 days in office / 2 days remote)
Project: SAF PMC
Rate: £70 – £75 per hour (Outside IR35)


Role Overview

The Commercial Manager will lead all pre- and post-contract commercial activities, acting as the client representative under the PMC scope. The role ensures FEED and EPC contractors deliver against agreed schedule, budget, and contractual obligations.


Key Responsibilities

Commercial Leadership

  • Support development of commercial strategies, including bid reviews, tender analysis, and contract negotiations
  • Evaluate and challenge cost, revenue assumptions, and risk allowances to ensure bids are competitive and deliverable
  • Conduct detailed commercial reviews of tender documents, employer requirements, contract amendments, and scope clarifications

Contract & Risk Management

  • Identify, assess, and mitigate commercial and delivery risks prior to contract award
  • Ensure all proposed contractual terms align with governance frameworks, commercial policies, and risk appetite
  • Lead contractual qualifications and clarification processes

Bid & Tender Management

  • Act as commercial lead in tender interviews, client meetings, and negotiation sessions
  • Manage all commercial aspects of bids, including contract analysis, deviations, risks and opportunities, and payment terms

Stakeholder Engagement

  • Work cross-functionally to validate bid submissions
  • Support preparation and presentation of commercial recommendations to senior leadership and stakeholders

Governance & Reporting

  • Provide commercial and risk input into approval papers for senior leadership review
  • Ensure compliance with commercial processes, audit requirements, and risk management protocols

Post-Contract Support

  • Support contract handover and project setup for delivery teams
  • Provide ongoing commercial input throughout project execution as required
